People do it all the time when new locations come out. I'm gussing they were on a much later game lake, catching the kind of fish they really were not intended to catch and powerleveling (most likely they bought a DLC with higher level Pond Access) with DLC rated gear.
I would indeed be reasonable for someone to go from 11 to 15 in the time it takes for you to go from 30 to 31. Lower levels just go by quicker than higher levels. Yes I have to get more XP's than someone on lvl 11, hate to say what level he finished on at the end of day fishing.
